In reply to your letter of the 23rd. instant

I beg to say that we read the remarks of the Resident Engineer

in his letter of the 11th. of January as meaning that the

Governor had sanctioned the arrangements made for the supply

of quinine and not as having reference to the supply of

explosives. I any case however the Secretary of State looks

to us to see that no unnecessary expense is incurred in the

carrying out of public works undertaken under the supervision of

Consulting Engineers.
